Adding topsoil is not automatically a drainage solution.
A useful finish grade should move surface water away from structures and avoid creating new low spots. Topsoil can help reshape a small surface area, but persistent water may point to compaction, runoff, or a larger drainage issue that light grading alone cannot correct.
